The graduation rate for New York's high school students remained steady at 74 percent under the first year of more rigorous state requirements. But state education officials found little to celebrate in that number because the annual release of graduation rates had other, far more grim statistics. The gap between white and minority students remains a wide gulf, as does the rate of completion for students in poor districts compared to those in wealthier districts. The graduation rate for white students is 28 percent higher than that for black and Hispanic students.
